Legal and corporate framework
EJIE was incorporated on 20 April 1982 in accordance with Decree 60/1982 dated 1 February, that authorised its creation under the name of "Eusko Jaurlaritzaren Informatika Elkartea - Sociedad Informática del Gobierno Vasco, S.A." (EJIE) with a single shareholder, the Government of the Autonomous Community of the Basque Country.

EJIE is authorised to engage in any IT-related task attributed to the departments and bodies of the Autonomous Government with which the latter entrust it.
The Government places a General Management Order with EJIE in which the financial, management and goal and outcome achievement of the Company are specified.

The EJIE Board of Directors has adopted a regulation in order to regulate and establish specific procedures for effective implementation in EJIE of the principles governing the EJIE Code of Conduct and a clear definition of the functions, constraints and responsibilities attributed to the Board of Directors on the basis of the guidelines issued by the Basque Government regarding implementation of Responsible Governance in public sector entities, companies and foundations of the Autonomous Community of the Basque Country.
EJIE holds a 50% interest in the share capital of Ziurtapen eta Zerbitzu Enpresa - Empresa de Certificación y Servicios, Izenpe, S.A., a certification body in which the three Provincial Councils also hold stakes.
EJIE holds a 17.5% stake in the share capital of Metaposta, S.A., a company the corporate mission of which is to promote services related to Information Technology and Telecommunications for citizens, companies and public authorities and which also holds shares in other public and private companies.
