Plan for Anti-fraud Measures

  • The Governing Council of 29 March 2022 approved a plan for measures to meet anti-fraud requirements, such as conflict of interest, double financing and state assistance and non-significant environmental damage for initiatives financed with resources from the Recovery and Resilience Mechanism, required under the Recovery, Transformation and Resilience Plan (RTRP), as well as the Institutional Statement in which the Basque government makes a commitment to fight fraud. Under the provisions of the order by the Economy and Tax Council of 22 December 2022, the scope of applicability of the plan for anti-fraud measures has been modified.

EJIE's Commitment

  • EJIE endorses the commitment to fight fraud in its totality when, as a measure of the Basque government, we are charged with carrying out initiatives whose budget is financed by departments or client entities using funds from the European Recovery and Resilience Mechanisms. To fulfil that commitment, EJIE will adhere to the plan for measures established by the Basque government in consonance with the EU regulations. In that way, they will reinforce compliance with the legal, ethical and moral standards and the principles of integrity, objectivity and honesty that EJIE upholds in everything it does.

Code of Ethics and Conduct

  • One of the measures specifically adopted by EJIE is to revise and publish a new code of ethics and conduct that is adapted to the new circumstances and create an Integrity Commission with the mission to ensure the code is suitably deployed and complied with.

Recovery and Resilience Mechanism Complaints Box

  • For the purpose of responding to potential complaints or charges regarding activities financed through the RRM, and also to comply with the plan for measures to meet the requirements for anti-fraud, conflict of interest, double financing and state assistance and non-significant environmental damage, a digital complaints box has been created (buzonmrr@euskadi.eus), which is open to all parties and citizens in general.
